Furusato Nōzei: Donations, Gifts & Tax Relief

If there is one aspect of the Japanese tax system that expats and locals love equally, it is Furusato Nōzei ( ふるさと納税 (ふるさとのうぜい) , literally “Hometown Tax Donation”).

Furusato Nōzei lets eligible taxpayers donate to regional municipalities across Japan in exchange for world-class regional thank-you gifts (A5 wagyu beef, fresh salmon roe, Shine Muscat grapes, craft beers, and luxury ryokan vouchers)—with an effective annual cost of ¥2,000 if donations stay within your personal limit and you claim correctly.

Here is how the system works, how to calculate your personal donation ceiling, and how to file without headaches.


1. How the Money Moves

Despite the name, Furusato Nōzei is not an extra tax. It is a donation tax credit mechanism.

In Japan, your local Inhabitant / Residence Tax ( 住民税 (じゅうみんぜい) ) normally goes entirely to the city or ward where you live. Furusato Nōzei lets you “donate” that tax money to any participating town or village in Japan instead.

    This is the cost across the year’s eligible donations, not a fee for every town.

Assumes the full donation is within your personal limit and you claim correctly. Gifts are separate from the tax relief; the money is not refunded immediately.

Participating municipalities can send “Thank-You Gifts” ( 返礼品 (へんれいひん) , henreihin). The 30% rule concerns the municipality’s procurement cost, not a promised retail value.

You pay the donation upfront. Within the eligible limit, tax relief later reduces the effective cost to ¥2,000 across the year’s donations. The NTA explains donation claims and one-stop relief.


2. What Can You Get?

The catalog of gifts available on Furusato Nōzei portals is vast:

  • 🥩 Wagyu & Premium Meats: Thick-cut A5 Kuroge Wagyu from Miyazaki, Kagoshima, Saga, or Kobe; Iberian pork chops, local venison.
  • 🐟 Fresh Seafood: Giant scallops ( ホタテ (ほたて) ) from Hokkaido, marinated salmon roe ( イクラ (いくら) ), snow crab, grilled unagi (eel).
  • 🍇 Luxury Seasonal Fruits: Yamanashi Shine Muscat grapes, ripe Miyazaki mangoes, Aomori honey apples, Fukuoka Amaou strawberries.
  • 🍚 Pantry Staples & Everyday Living: 10kg to 20kg bags of Koshihikari rice, cases of craft beer (Yebisu, Asahi, Coedo), organic kitchen towels.
  • ♨️ Travel & Experiences: Vouchers for luxury hot-spring ryokan, ski lift passes in Nagano/Hokkaido, and golf club green fees.

3. How to Calculate Your Personal Donation Limit

The most important rule of Furusato Nōzei: Do not exceed your statutory limit!

If your limit is ¥60,000 and you donate ¥60,000, your net out-of-pocket cost is ¥2,000. But if your limit is ¥60,000 and you donate ¥90,000, the amount above the full-relief limit increases your effective cost. It may still receive partial relief; it is not necessarily wholly non-deductible.

Your limit depends on income, deductions, family circumstances and tax credits. Broad salary tables can be misleading, especially with iDeCo, a mortgage credit or fluctuating business income. Use a current-year estimate with your expected full-year figures, then verify before donating close to the limit.

4. How to Claim Your Tax Credit (Two Methods)

Depending on your employment situation, you can claim your tax credits via one of two pathways:

    One-stop application

    Apply to every recipient municipality by January 10 of the following year. Relief is taken through next year’s residence tax.

  2. 02
    Yes · or six or more municipalities

    Include every donation in your return

    Claim all eligible donations, including those for which you already sent one-stop forms. Filing a return invalidates those applications.

Count municipalities, not the number of donations. Missing the one-stop deadline means using the tax-return route.

Method A: The One-Stop Special System ( ワンストップ特例制度 (わんすとっぷとくれいせいど) )

The simplest method for standard company employees:

  1. Eligibility: You do not need to file a tax return for any other reason, and you donate to 5 or fewer municipalities during the calendar year (donating multiple times to the same town counts as 1).
  2. How to apply: When ordering your gift on a portal, check the box requesting “One-Stop Application Forms.”
  3. Submission: Complete the one-page form, attach a photocopy of your My Number card, and ensure each municipality receives it by January 10th of the following year.
  4. App-based submission (No paper!): Some municipalities support online applications using My Number card verification. Follow each recipient’s instructions; supported services differ.
  5. The Result: 100% of your tax credit is deducted directly from your local residence tax across 12 months, starting in June.

Method B: Final Tax Return ( 確定申告 (かくていしんこく) )

You must claim your Furusato Nōzei via your annual tax return (Feb 16 – Mar 15) if:

  • You donated to 6 or more different municipalities.
  • You file an income-tax return for business income or any other reason. Being a company director does not by itself rule out one-stop eligibility.
  • You are claiming deductions for medical expenses or the first year of a housing mortgage.

If you file a tax return, include every eligible donation, including those covered by earlier one-stop applications. Filing invalidates the one-stop route; an omission can require a correction to claim the relief.


5. Choosing a Donation Portal
#

Compare available municipalities and gifts, delivery dates, donation certificates and support for online one-stop applications.

The old Rakuten points strategy is out of date. From October 1, 2025, Rakuten Furusato Nōzei donations are generally excluded from Rakuten point awards. Do not count on shopping-marathon or SPU rewards when budgeting donations. See Rakuten’s current FAQ.
